An Interview with Pat Mooney
Pat Mooney is the executive director of the Rural Advancement Foundation International (RAFI), an international non-governmental organization headquartered in Winnipeg, Manitoba, Canada. RAFI is dedicated to the conservation and improvement of agricultural diversity, and to the socially responsible development of technologies useful to rural societies. RAFI is concerned about the loss of genetic diversity -- especially in agriculture -- and about the impact of intellectual property on agriculture and food security.


Multinational Monitor: RAFI has used the term "Gene Giants" to describe the large multinational ag-biotech firms who control the world's commercial seed market. How is the industry consolidating?
Pat Mooney: We started to monitor the industry more than 20 years ago. In 1979, we did an assessment of who markets seed around the world. We came up with a list of over 7,000 public and private institutions. Now we're down to about 10 companies that control in excess of one third of the global commercial seed market. Twenty years ago not even one company occupied a significant percentage of the global seed market.

It's important to understand that it's not just the seed companies, but other sectors that are joining with them to create a life sciences industry.

In the late 1970s, there were 65 companies that were inventing and marketing crop chemicals -- herbicides, insecticides, nematicides and so on. Now we're down to nine companies that make up about 91 percent of the global market.

In the late 1970s the top 20 pharmaceutical companies collectively had about 5 percent of the global pharmaceutical market. If you look at it today, they have over 40 percent of the global pharmaceutical market.

We didn't pay much attention to veterinary medicines 20 years ago, but today the top 10 have about 60 percent of the global market in veterinary medicines.

The important thing is that today when you look across the spectrum at who are the top 10 companies in pesticides, seeds, pharmaceuticals and veterinary medicines, and add to that the biggest companies investing the greatest sums in biotech R&D, it's the same handful of companies that are dominant across the spectrum -- it's DuPont, Novartis, AstraZeneca, Monsanto, Dow and Aventis. These are the leaders in biotech R&D, with the greatest number of key patents. They have the heaviest investments in genomics or gene sequencing research. They are the ones who dominate in pesticides, seeds, human drugs and animal drugs. It's a very tightly and ever tighter controlled industry.

MM: Is there any sign of a slowdown in these mergers?

Mooney: While I don't think the long-term direction has changed all that much, I do think the industry has been taken by surprise by the developments over the last 18 months or so and are rethinking their immediate, short-term strategies.

While their long-term strategy is still to create a life-science industry which combines pharmaceuticals and food into one package, the events of the last 18 months have forced them to worry a bit about what they are going to do with the first generation of GMO [genetically modified organism] products, which they've decided are a dud.

I think their own projection would be that the second generation are also going to be a dud and that it's the third generation of GMOs that they're going to make some money out of and get consumer acceptance with. In the interim, there is a move now by industry to distance themselves from the agricultural side, the food side of the technology, but not lose their links and be prepared to make a strong move back in to the agricultural side in the next three to five years, depending how fast they can get the third generation into the marketplace.

The first generation were products with input traits, things like herbicide tolerance and insect resistance traits that they thought they could sell to farmers and that would allow them to package their chemical products, mainly herbicides, with their seeds. That was a very hard sell to consumers. It was impossible to convince anyone that it was a great idea. It looked far too self-serving, and wasn't in fact providing the kind of benefits that farmers wanted in the field either. So farmers are already backing away from them and consumers don't want it.

The second generation provided output traits important to food processors. That meant things that would allow them to increase the transportability of the product, reduce the water content and therefore the energy costs of processing the plant, and to improve product durability and other qualities that would help the food processors save money. There is a recognition now that it is possible to bring those on-line, but it will be extremely hard to convince consumers that these are great ideas, because there is little direct benefit to consumers with these output traits.

The third generation products, which they're talking about, but which in fact aren't really there yet, are those things like nutraceuticals which will provide value to consumers.

A year ago I would have said that the industry's counselors who say they will be able to weather the consumer backlash in three or five years were right. Now I'm not sure that they're right.

One reason is that as the whole biosafety discussion has moved on, at least two trends have emerged. One interesting trend is that people are coming back to the more important question of who owns and controls this stuff. And there's a recognition and a real fear on the part of farmers and certainly consumers that the ownership of life is a very scary thing, and there's just a handful of companies out there that are doing this. So that's a wild card that's becoming more important all the time, and it is not going to go away.

The second trend is a recognition that the same guys trying to sell us herbicide-tolerant crops are also pharmaceutical companies. I think if we can make the connection between food and health then the coalitions concerned will be much wider and deeper than they have been so far on food biosafety issues. For the first time in a quarter century we're seeing the issues of who owns and controls life becoming important.

MM: What is driving this unification of the food, agricultural products and pharmaceutical industries?

Mooney: There are three reasons. One is they're all using the same technology -- mixing and matching genes, playing with DNA. Once you've got some control over the technology you can apply it across a very wide spectrum of end products.

The second reason is that the method of control is identical. The need to use monopolistic forms of intellectual property to gain control of markets is similar.

Thirdly, the products actually do fit together. These things can be blended together. Food after all can be described as a pharmaceutical product vital to human health. The reverse is more the case -- medicine can be seen as a supplement to food. When they put those two together into a package and market them to consumers through retail outlets it makes sense.

MM: What are some of the implications of this concentration in the life sciences industry?

Mooney: We've talked with companies who agree with us that there's a scenario emerging where when a family chooses to conceive they will have their gene line studied and will be offered gene therapy for the sperm if the company believes it is necessary. The family will start paying licensing fees at that stage.

When it's conceived either in the womb or in vitro, the child will have its DNA assayed early -- when it might be aborted or continued. The company will provide a print-out at birth of the child's DNA structure, his or her propensity towards certain diseases and an analysis of his or her theoretical life expectancy.

The family will then pay for the storage of placental material in perpetuity and pay annual fees for that storage, so that the company can develop vaccines or other designer drugs right from the cell line during different stages of the child's life.

The most appropriate foods and everything else including the supplements you can't find in the store will be designed for that child.

So the child's life will be followed right through from the beginning to the end. Besides receiving the annual storage and maintenance fees and the special finder's fees, the company will have the right to patent the material it develops and use the genetic material of the child to develop other products and drugs.

At the end of the day, we'll probably not just see the merger of the pharmaceutical, seed and food companies, but also the insurance industry, because in the end the ones who stand to make the most money on all of this are the companies that have to bet on how long you're going to live.

MM: Why did Monsanto withdraw the "Terminator" seed last year?

Mooney: They really at that point had no choice. They were getting such a bashing, not just because of Terminator, but because of the international consumer backlash against GM foods as well, that they had to do something. They had decided to drop Terminator back in the spring, but couldn't do it because their lawyers had told them they could get into trouble with Delta & Pine Land Company if they did drop it. They had to show that there was enormous pressure on them to drop it, and that was provided by the general campaign against Terminator and by the initiative of the Rockefeller Foundation to go to them and ask them to drop it. That gave them the argument they needed with the SEC to show it was a practical decision, that it was not intended to undervalue Delta & Pine Land's stock.

It was also a painless decision. First, because they had their own Terminator patent that they'd had for some time. Secondly, they recognized, as the industry has generally, that there are other, more effective ways to make money than simply to make a suicide sequence in seeds. Trait control is more profitable in the long run, and probably easier to sell to consumers and farmers.

The ability to manipulate the trait could be much more effective at forcing farmers into a market strategy that belongs to the company than using Terminator.





MM: What is Traitor technology and what is the industry's strategy behind it?

Mooney: It really has us more alarmed than Terminator. Terminator showed us that you can take just about any trait in a plant and turn it on or turn it off with a certain external chemical promoter. That external chemical promoter could be your own proprietary herbicide, insecticide, fertilizer or even specific weather conditions. Almost anything can be tagged to be the promoter to that particular trait.

Knowing that you can turn it on or turn it off means that you can identify any of a large number of traits that can be beneficial to farmers or stop bad things from happening to farmers. You can see beneficial things such as being able to turn on a trait that would speed up the ripening process in a plant if it looked like the harvest has to come in early because of the danger of snow or frost. Farmers would use the trait control mechanism, apply a specific chemical to get that effect. None of these would necessarily lead to any real problem for the crop, in fact they might be a benefit to farmers.

The concern side of all of this is that we can see all sorts of traits being built into plants which can be turned on or turned off and there might be the kind of bloat problem with the load-ware in a product that we see with software. We could see traits competing with each other, or being triggered awkwardly. The plants might crash in the field the same way our computers can crash.

A second concern is that the ability to manipulate the trait could be much more effective at forcing farmers into a market strategy that belongs to the company than using Terminator.

At first we thought the Terminator was great for industry because it would allow industry to stop farmers from being able to save their seeds. Then they realized that what they'd really rather do is force farmers to save their own seed over and over again, but still have to pay for it. The seed would die at the end of the growing season, but like Lazarus would rise again if the farmer took it back to the company. The company would apply its proprietary chemical to rejuvenate it. That is a much more profitable way for them to use Terminator than to deny them access to the seed.

For the companies, this makes enormous sense because they don't have to have an external source for the seeds, they don't have to have their seed multiplied in New Zealand, Tanzania, Mexico or Chile like they do now in the off season and brought back to our climate to be sold to the farmers. There's no need for warehouses, transportation or seed growing. There's much less need for advertising, because once they've got the farmers on the treadmill they just have to dump the chemicals and wait for the money to roll in.

Trait control goes one step further. You get rid of the problem where farmers are on their own until the end of the growing season. With trait control, the farmers are dependent in the current year for the current traits that they need to have in order to have a commercial market or something to eat at the end of the season.

A third concern is Traitor's impact on food security. Let's say you have, for example, a crop in the field and a trade war broke out, for instance, between the United States and India over textiles. If India is growing cotton and the United States refuses to allow the export of the trigger chemical to India which would prevent the cotton from ripening prematurely, because that chemical is not being applied, the cotton would ripen prematurely and the crop would then fail.

It just destroys the idea of national or farm-based food security and makes us entirely dependent upon a handful of companies.

MM: Has there been any resistance to the Terminator or Traitor technologies yet by governments?

Mooney: There certainly has been to Terminator. We wrote letters to 155 governments last year asking them to ban the Terminator and warning them about the Traitor technology as well. The replies we received so far are more impressive than we would have imagined. The government of India has clearly said that it is going to ban the Terminator. We expect they will move on and examine how they would ban some aspects of the traitor technology as well. It's trickier to ban the Traitor because you can see theoretical benefits to farmers and to consumers in certain traits. It is who controls those traits, who makes the decision to activate or deactivate a trait and the dependence that might be created upon a certain chemical that is of concern here.

The government of Uganda has said that it is going to ban the Terminator and look at Traitor as well. Argentina, much to our surprise, has said that while they are going through a process of judicial and scientific review of the implications of Terminator and Traitor technology, they suspect that in the end they will ban the technology. That was also said by the government of Peru -- they're not sure they will ban it yet, but their correspondence suggests that they're moving in that direction. Panama said the same thing. They believe that in the end they will have to ban the technology. We suspect that other governments in the South Pacific and Southeast Asia will take the same position.

MM:What about the United States?

Mooney: The U.S. government still defends the Terminator technology, for reasons we don't understand and we suspect for reasons they don't either. If they're defending Terminator, most likely they would defend Traitor as well.

MM: What is RAFI's position on life patents?

Mooney: RAFI took the position in 1977 that intellectual property rights are not an appropriate method to create innovation. They actually stifle innovation. This is not just true of biological materials, but of sewing machines, telecommunications equipment and just about everything else. We see no evidence in history that shows that patents stimulate innovation. They do create monopolies, that's for sure. We think there is a need in society to find ways to stimulate innovation that have not been explored.

We are now seeing the Patent Office providing permission for patents on SNPs (Single Nucleotide Polymorphisms -- the smallest unit of genetic variability). This is driftnet patenting. It allows a company to simply go into the genome of a plant, animal or even a person and to patent anything that they find that hasn't been found without even identifying the function of the genes. That's just absurd.

MM: Are there any hopeful challenges to the patent system that you can see?

Mooney: Yes. For instance, there's the biopiracy issue. As the WTO trundles on and goes towards another negotiating round, and as efforts are made to create a global patent system, we need to show that there's systematic piracy taking place. The system now is predatory on the knowledge of indigenous peoples around the world and that has got to stop.

If we can clearly document as we have been doing that these piracies are taking place and that they are systematic, then that forces the patent authorities in these conventions to do something that eliminates the negative effect. So we're going to keep on coming up with more and more examples of patent violations of human rights and force governments to deal with them.

For example, there's a situation in Chiapas that will eventually become a patent case. If the U.S. government's International Cooperative Biodiversity Groups goes through, then we'll see material based upon the knowledge of indigenous Mayan peoples and their plants in Chiapas being brought back to the United States, put under patent protection and then marketed commercially around the world.

Our views are entirely irrelevant; it's the right of the people of Chiapas to decide. Eleven indigenous organizations in Chiapas, including local healers, midwives and farmers organizations, have now said they don't want this kind of bioprospecting taking place in Chiapas.

What the University of Georgia, which has a contract with the U.S. government to collect biological materials in Chiapas, has said, and what most anthropologists have been saying, is that if a significant number of people in the community say no, then that's it, then they would get out.

Yet although 11 organizations have clearly said "no," that they don't want them there, the University is saying, "Well, we haven't finished dialoguing with them." In other words, "no" seems to be for the University of Georgia to determine and not for the people of Chiapas to determine.

They claim they're looking for the knowledge of the common people. They've said that even if some communities refuse to be a part of it and others agree to be a part of it, they'll collect it from the communities that agree to be in the project and share whatever benefits accrue with all of the communities, whether they agreed or not to be a part of it.

To us that raises an important problem, which is that the knowledge of the common people is the knowledge of the Mayans and it isn't for one Mayan community to make an agreement which other Mayan communities object to and to transfer all of that knowledge into private property controlled by companies in the North. It's completely unacceptable to go down there and make a pact with one or two communities while the others are all saying no.

What we will see in the next couple of years is an agreement that at least the major patent centers in the world would establish an ombudsperson's office which would listen to and react to the concerns expressed by indigenous and rural communities.





MM: What is the Basmati rice dispute about?

Mooney: That's a good example of what's almost universally regarded as a bad patent. A Texas-based company, RiceTec Inc., claims they acquired Basmati from several sources, including through the U.S. gene bank. Of course the original material was from Pakistan, India, Thailand and probably the Philippines as well. They crossed that material with U.S. long-grained rices grown in Texas and California to develop rice varieties that they call Texmati and Kasmati that they claim as the equivalent of Basmati. They have the same aromatic qualities and are marketed as being Basmati-like rice to farmers and consumers in North America and Europe.

The challenges on this are at least at three levels. One is a technical challenge that it's just a bad patent -- they didn't really do any new and useful work on it at all.

Second, they took the knowledge from local communities in India and Pakistan that has been developed over a very long time. Under intellectual property systems that provide for protection of geographic indication, you can't use terms that are uniquely identified with a place, names like Scotch whiskey or French champagne. There's general acceptance that there are names associated with places that no one else can use. We believe the same kind of protections should apply for Basmati.

Third, the U.K. government in their DNA evaluation of RiceTec's Texmati and Kasmati rice concluded that the genetic profile of RiceTec's Kasmati and Texmati are much more similar to U.S. long-grained rice, and that's why it's not fair to market Texmati and Kasmati as Basmati. They think it's very poor quality compared to Basmati, and shouldn't be called by that name.

MM: What are the prospects for a systemic, rather than case-by-case, approach for dealing with biopiracy?

Mooney: The response that has come from the World Intellectual Property Organization (WIPO) has been logical but it is disturbing. They have launched a study of the possibility of providing for intellectual property rights for indigenous knowledge. We think that's the entirely wrong approach. It makes sense for them to explore that, and in their preliminary findings they've concluded that there is a basis for intellectual property rights for indigenous knowledge.

Now there's a three-year commitment by governments to let WIPO put together a sui generis legal mechanism to accept that knowledge.

Most of the communities that we know would not like to see a monopoly created over their knowledge. They would like to see it shared with the rest of the world, but in an equitable and honorable fashion so that the benefits are shared. I think most are against that kind of initiative.

What we will see in the next couple of years is an agreement that at least the major patent centers in the world -- the U.S. Patent and Trademark Office, the European Patent Office in Munich, the Australian Patent Office, the Japanese Patent Office and so on -- would establish an ombudsperson's office which would listen to and react to the concerns expressed by indigenous and rural communities.

If they say that a patent that is being looked at is a violation of their rights, the ombudsperson would have the authority and funds to explore that, and if they concluded that there was a problem, then take it to the next logical step and finance a challenge to the patent on behalf of the originating communities.

I've been talking about this for about the last two or three years with governments and industries. Three years ago when we first raised it, it was laughed out of court. Now we find that both industry and government are nodding their heads and quietly saying that that makes sense.

That's a piecemeal interim reform that we'd like to see happen in the patent system, though it's not a complete solution of any kind.

A Biopirataria das Companhias Transnacionais Ameaça a Segurança Alimentar no Mundo
A ADFG-Amigos da Terra Brasil, sediada em Porto Alegre, RS, anunciou que a Fundação Internacional para o Avanço Rural (RAFI), entidade não-governamental americana, acaba de divulgar que uma patente concedida na Europa, em 2 de março, dará à multinacional Agracetus direitos sobre todas as variedades transgênicas de soja já criadas ou a serem criadas no futuro.
A Agracetus é a subsidiária para biotecnologia da W.R.GRACE, a maior companhia mundial especializada em química.
A questão se transfere para o Brasil no momento em que há no Senado Federal brasileiro o projeto de lei que abre o caminho no Brasil para tais patenteamentos globais.
A primeira patente de espécies transgênicas jamais registrada foi concedida à Agracetus pelo Escritório de Patentes dos Estados Unidos, em 1992, dando-lhes todos os direitos sobre as espécies transgênicas do algodão.
Segundo Pat Mooney, presidente da RAFI, "caso continue válido esse patenteamento das espécies de soja, serão guilhotinadas todas as pesquisas de uma das mais importantes culturas no mundo. Será ainda o sinal verde para a W.R.GRACE prosseguir na corrida desenfreada por patentes semelhantes de espécies de arroz, milho, grãos em geral, etc, - todas culturas nas quais a compoanhia está aplicando suas técnicas de transferências de genes".
Nas palavras do Dr. Geoffrey Hawtin, diretor geral do Instituto Internacional de Pesquisas Genéticas em Plantas, (FAO em Roma), "a concessão de patentes cobrindo todas as variedades geneticamente engenheiradas de uma espécie, sem qualquer consideração sobre os genes usados e sobre os processos de transferência utilizados, coloca nas mãos de um só inventor a possibilidade de controlar o que plantamos em nossas propriedades rurais ou em nossos jardins. Num só lance se legaliza um ato econômico de ´jack-point´, negando o trabalho de inúmeros agricultores e cientistas".
Informa ainda Pat Mooney: "A GRACE está usando uma tecnologia de bombardeamento de um gene patenteado que permite a transferência de genes de uma espécie para outra. Cada vez que bombardeia uma espécie diferente, a Companhia requer o direito exclusivo para usar qualquer forma de biotecnologia em todo e qualquer germoplasma daquela espécie. É como se o inventor do microscópio tivesse o direito de patentear tudo o que visse através do microscópio, e que antes lhe passava desapercebido. Definitivamente o sistema de patenteamentos está fora de controle nos EUA e na Europa".
A RAFI está contestando a patente que foi concedida à W.R.GRACE, em 2 de março de 1994: "A empresa não contribuiu com uma invenção fundamental ao pavimentar o caminho para a corrida radical por novos patenteamentos e está colocando em perigo a segurança alimentícia do mundo".
A RAFI, a respeito dos patenteamentos requeridos pelos EUA de material genético humano extraído de populações indígenas do Panamá, da Nova Guiné e das Ilhas Salomão informa que esse material já está depositado no Instituto Americano para a Coleção de Espécies Culturais para a imortalização, reprodução e clonagem de linhagens de células, a serem utilizadas pelos gigantes da farmacologia. No caso acima citado, o Governo dos EUA foi forçado a retirar sua solicitação para patenteamento, mas não há uma decisão definitiva. Note-se que ninguém tem acesso a esse material genético humano, a não ser por expressa autorização do depositário ou do Instituto Mundial de Patentes.
Para os Amigos da Terra, ao que consta, estudos de material genético extraído de Índios Kaigangue e Guarany, em território brasileiro, já estão em andamento na Universidade Federal do Paraná e há o interesse internacional de estendê-los ao Rio Grande do Sul.
Vale ainda lembrar que as próprias indústrias de bhiiotecnologia estão deflagrando uma guerra entre si. As comopanhias transnacionais Sandoz e Hoeschst acabam de ganhar um processo judicial contra a Ciba-Geigy.
A presidente da ADFG-Amigos da Terra, Magda Renner, afirma que esse quadro internacional mostra de sobejo os absurdos aos quais está levando o "patenteamento da VIDA e dos processos de biotecnologia". "Sequer sabemos até onde nos levarão os avanços técnico-científicos da engenharia genética, que já ameaça interferir em todos os níveis de vida. Legislar sobre assunto de tamanha responsabilidade, sem uma análise minuciosa de suas conseqüências e sem maiores debates com a soeciedade, que será atingida em seu todo, será uma temeridade", diz Magda.
A ADFG-Amigos da Terra recebeu um manifesto a diversos membros do Senado brasileiro onde está sendo avaliado concretamente o patenteamento de seres vivos que a Câmara dos Deputados já aprovou.
Magda Renner, presidente da ADFG-Amigos da Terra, diz não entender como as entidades de classe dos produtores não manifestam-se a respeito da proposta de legislação sobre sementes que certamente irá encarecer a agricultura e torná-los dependentes definitivamente do grande capital e seus interesses.
Fontes do Itamarati, Ministério da Relações Exteriores brasileiro, revelam que o atual projeto das patentes em andamento no Congresso já atende as exigências feitas ao final da Rodada Uruguai do Acordo Geral de Tarifas - GATT pelos países-sede das principais transnacionais da área química e farmacêutica (JBSA/MR).

28 organizações da sociedade civil divulgaram hoje (15) uma nota pública manifestando sua posição contrária ao projeto de lei que converte a medida provisória 452/2008. O projeto, aprovado ontem pela Câmara dos Deputados, prevê a extinção do licenciamento ambiental para pavimentação de estradas abertas.

Segundo a nota, a proposta pretende burlar a Constituição Federal, uma vez que é notório que o impacto maior ocorre após a pavimentação. “A pavimentação de estradas é o maior vetor de desmatamentos na Amazônia. Historicamente 75% dos desmatamentos da região ocorreram ao longo das rodovias pavimentadas, como ocorreu na Belém-Brasília (BR 010), na Cuiabá-Porto Velho (BR 364) e no trecho matogrossense da Cuiabá-Santarém (BR 163)”, diz a nota.

No texto, as organizações também se posicionaram contra o asfaltamento da BR 319, que liga Porto Velho (RO) a Manaus (AM). “O asfaltamento da BR 319 servirá apenas para abrir a região mais remota e preservada da Amazônia à ocupação desordenada, além de deteriorar, via forte pressão migratória, a qualidade de vida da cidade de Manaus”.

As organizações abaixo assinadas manifestam-se totalmente contrárias à tentativa de extinguir o licenciamento ambiental para pavimentação de estradas abertas conforme previsto no projeto de lei de conversão da medida provisória 452/2008 aprovado ontem (14/04) pela Câmara dos Deputados. A proposta pretende burlar a Constituição Federal, uma vez que é notório que o impacto maior ocorre após a pavimentação.

Do mesmo modo consideramos inaceitável o asfaltamento da BR 319, obra sem viabilidade ou justificativa comprovadas, desconectada de qualquer projeto de desenvolvimento regional. A prioridade dada a essa estrada pelo Programa de Aceleração do Crescimento (PAC) atende interesses outros que não a ligação entre duas capitais do norte do país. O asfaltamento da BR 319 servirá apenas para abrir a região mais remota e preservada da Amazônia à ocupação desordenada, além de deteriorar, via forte pressão migratória, a qualidade de vida da cidade de Manaus.

A pavimentação de estradas é o maior vetor de desmatamentos na Amazônia. Historicamente 75% dos desmatamentos da região ocorreram ao longo das rodovias pavimentadas, como ocorreu na Belém-Brasília (BR 010), na Cuiabá-Porto Velho (BR 364) e no trecho matogrossense da Cuiabá-Santarém (BR 163). O simples anúncio do asfaltamento já é suficiente para estimular o desmatamento e a grilagem, como ocorreu na BR 163, apontada como modelo de implementação de infra-estrutura viária na Amazônia, mas, ainda assim, uma das regiões onde o desmatamento mais cresceu nos últimos anos.

Essas iniciativas ameaçam a sustentabilidade da região e põem em risco as metas de redução de desmatamento assumidas pelo governo brasileiro no Plano Nacional de Mudanças Climáticas.

Esta foto não a poderia deixar de dedicar à vereadora que me roubou (roubo extensível à população de Alpiarça) uma bela colecção de diapositivos. Apesar de lançarem toda a merda para a Vala Real e para o Paul dos Patudos, os políticos corruptos e ineptos dessa localidade cheiram-se ao longe!...

Unidades de Conservação na BR 319: mitigação necessária mas não suficiente
Qua, 08/04/09por joannagreenpeace categoria Uncategorized tags amazônia, mitigação, reserva, unidades de conservaçãoMesmo sem confirmar o cronograma de audiências públicas e sem analisar mais detidamente o conjunto de impactos esperados pela pavimentação da BR 319, os orgãos de governo envolvidos no processo já se adiantam na definição de estratégias para minimizar os impactos. Nesse contexto, a criação e implementação de Unidades de Conservação (UC) federais e estaduais têm sido apontada como a solução mais eficiente para deter o desmatamento e proteger os recursos naturais, salvaguardando as populações que aí vivem.

A Lei do SNUC (Sistema Nacional de Unidades de Conservação) estabelece diversas categorias de UC considerando não apenas aspectos paisagísticos e conservacionistas, mas também sociais e determina que os objetivos de criação dessas áreas devem contemplar tanto a conservação da natureza quanto o reconhecimento dos direitos de populações tradicionais ao uso dos recursos e do espaço. Ainda que o processo de implementação dessas áreas na Amazônia esteja muito aquém do desejado, as UC, mesmo que “de papel” têm funcionado, em particular nas áreas onde a pressão do desmatamento é pequena. No entanto, em áreas sob forte pressão pela conversão das florestas, infelizmente, as “UCs de papel” têm poucas chances de vingarem e muito provavelmente se tornarão novas Florestas Nacionais do Jamaxim, nas margens da BR 163 (Santarém – Cuiabá), queimando incessantemente todos os anos.

Em primeiro lugar, a própria legislação brasileira limita a destinação dos recursos de compensação ambiental às UC de proteção integral tais como parques, estações ecológicas e reservas biológicas. Do total de 28 UCs que compõem o Mosaico da BR 319, apenas sete (ca. 3,5 milhões de hectares) se encaixam neste grupo e poderão ser beneficiadas pelos recursos financeiros de compensação que o DNIT (Departamento Nacional de Infraestrutura e Transportes) deverá dispor para tanto. As demais 21 UCs, todas de uso sustentável, embora constituam mais de 60% do conjunto de áreas a serem protegidas não podem por lei receber recursos de compensação. Para essas áreas o governo deverá dispor de outras fontes de financiamento que certamente não terão origem nos cofres públicos.

Ainda que o governo de alguma maneira dispusesse desses recursos financeiros, careceria de recursos humanos para implementá-las em tempo minimamente hábil, ou seja, antes que a frente de desmatamento possa avançar a medida que as obras de pavimentação são executadas. O Instituto Chico Mendes, responsável pela implementação das UC federais e as secretarias de estado de meio ambiente de Amazonas e Rondônia, responsáveis pelas estaduais, notadamente não dispõem de quadro técnico e de guardas-parque suficientes para assegurar proteção dessas áreas. Afirmar que 52 servidores públicos serão capazes de cuidar de 12 milhões de hectares de florestas mesmo que protegidas por lei em uma região sob forte pressão é no mínimo inocente.

A idéia de que a criação de UCs ao longo das margens da BR 319 será suficiente para deter os impactos só encontra sustentação se premissas como a identificação real dos custos e fontes de financiamento e presença do estado forem atendidas, caso contrário mais que UCs de papel, o mosaico da BR 319 será formado por UCs em chamas ao vento.

“Cabrão”
(Como se afirmou na extinta revista "Pão com Manteiga", Cabrão é a abreviatura [portuga] de " anda cá Abraão!"...)


Os patriarcas bíblicos são-nos impingidos como espelhos morais nos quais muitos crédulos inconseqüentes insistem em que nos miremos.

O mito de Abraão é-nos apresentado como o principal patriarca do actual imperialismo religioso-corporativo assente no monoteísmo.
Ele terá (?!) protagonizado uma saga na triste condição de refugiado ambiental (comum a outras personagens bíblicas), ao ver-se obrigado a fugir para o Egipto, a fim de escapar às garras da fome que frequentemente atacava as terras prometidas por Jeová, cuja fertilidade deixava (e continua a deixar) muito a desejar, apesar da Sua insistência em adubá-las com o sangue de pagãos... Nessa difícil jornada, Abraão fez-se acompanhar por Sara, a sua bela esposa. Sendo um estrangeiro empobrecido, sabia que poderia ter sérios problemas com os egípcios que cobiçassem a sua esposa. Por oportunismo covarde, a todos disse que era irmão de Sara, facilitando que esta fosse parar no harém do faraó. Assim, Abraão tornou-se um proxeneta dissimulado da sua própria esposa, acumulando favores e riquezas concedidas pelo ludibriado faraó. Mas Jeová ficou descontente com a jogada de Abraão (que, afinal, limitou-se a seguir o que o seu deus determinou até ao “final dos tempos”...). Ao invés de puni-lo directamente, lançou as suas habituais pragas contra a casa do faraó. Este último acabou por ser informado do esquema de que fora vítima, mas, provavelmente reconhecendo a protecção do terrível deus dos hebreus ao seu patriarca, limitou-se a expulsar Abraão e Sara do Egipto. (Génesis 12: 18-19)

Será que Abraão aprendeu a lição, emendando o seu caminho? Nem por isso. Não tardou muito para que ele aplicasse o mesmo golpe a Abimeleque, rei de Gerar. (Gênesis 20: 2-5) A resolução deste episódio, com direito a intervenção divina, limitou-se a seguir a desbotada fórmula.

Jeová, apesar da sua alegada omnisciência, quis colocar à prova a fá de Abraão, exigindo-lhe que Lhe oferecesse em sacrifício (na forma de churrasco) Isaac, o filho mais querido de Abraão. Por medo das conseqüências que acarretaria para si a desobediência ao seu monstruoso e omnipotente deus, Abraão anuiu contrariado. Então, colocou a aterrorizada criança sobre uma pilha de lenha; antes de ateá-la, preparou-se para extinguir a vida do seu filho, apunhalando o seu peito. O golpe fatal foi interrompido pela intervenção de um anjo enviado por Jeová com a notícia de que tudo não passara de um doentio teste de fé, e que Abraão passara com distinção. Uma brincadeira entre amigos, né?... (Já agora, poderia ter trazido umas guloseimas para a traumatizada criança...)
O Corão conta a mesma estória, mas muda para Ismael o nome do garoto bode-expiatório.
Uma vez mais provando que os autores e compiladores da bíblia não temiam ser acusados de plágio na construção das suas fábulas de moralidade tenebrosa comparemos este episódio com o de Jafé.

Como mesmo entre o seu povo dileto Jeová trata uns como filhos e outros como enteados (no pior sentido da expressão), com freqüência não se limita a dar uns valentes cagaços aos seus títeres bípedes. Abusando dos seus poderes mágicos, chega a levar os seus jogos sórdidos até às últimas conseqüências, sem se incomodar em intervir para evitar mortes inúteis. (“Deus lá sabe o que faz, escrevendo direito por linhas tortas” ...)
Na véspera de uma decisiva batalha contra os amonitas, um senhor da guerra hebreu chamado Jafé fez um trato com Jeová: caso este último lhe ajudasse na conquista militar anelada (em nome de Jeová e a pedido deste, afinal de contas), Jafé prometeu sacrificar (com recurso ao fogo ritual) em honra do seu deus a vida da primeira pessoa que saísse da sua casa para recebê-lo, regressando vitorioso ao acampamento. Jeová deu então uma ajuda, garantindo que o desfecho do confronto militar fosse favorável aos seus seguidores (não o teria feito sem a abominável aposta?!), garantindo ainda que Jafé tivesse que sacrificar a sua única filha. Não fica claro, porém, se Jeová forneceu a receita quando Jafé cozinhou a pobre moça em nome de Jeová e da palavra empenhada nos negócios com Ele, mas sabemos que o deus em causa, bem como o seu povo têm especial apreço, ou mesmo uma obsessão mórbida, pelos hímens fresquinhos...

Jacó despejado

(Só em Coimbra ouço chamar “Jacó” ao caixote do lixo. Suponho que se trata de uma reminiscência anti-semita tão anacrônica que há muito o povo lhe esqueceu o significado.)


Agora chamemos “à pedra” o carácter do personagem bíblico que foi escolhido para ser o pai biológico, ideológico e espiritual das 12 tribos de Israel; dar o seu nome ao povo de Jeová; e receber de Abraão os privilégios e incumbências de manter viva a aliança com deus, como se este último fosse um latifundiário e agente imobiliário… Falo de Jacob (vulgo Jacó).
Diz a bíblia que ele já lutava com o seu irmão gémeo no ventre da sua mãe, Rebeca, infernizando-lhe a gravidez. Isaul foi o primeiro a nascer, mas essa vantagem social foi um conquista de segundos, pois Jacob surgiu para a vida terrena agarrado ao tornozelo do seu irmão!
Este episódio é paradigmático da psicologia de Jacob, e serve de prenúncio ao modus operandi característico dum homem que nunca se conformou em ser preterido, fazendo as suas próprias regras, independente da moralidade das mesmas, que lhe permitiram ultrapassar as adversidades com recurso frequente ao dolo. Sim, Jacob tornou-se num pérfido manipulador que até ditou imposições a Jeová!
À medida que os referidos irmãos avançavam para a maturidade, acentuavam-se as diferenças de carácter e modos de estar na vida. Isaul era atlético e corajoso, com um amor especial pela vida ao ar livre, aprimorando as suas habilidades como caçador. Por oposição, Jacob preferia o conforto das tendas, ruminando a frustração por não ser o filho primogénito e concentrando-se no desenvolvimento de esquemas maliciosamente astuciosos.
Um dia, após uma longa deambulação pelos agrestes (porém, afáveis) ermos, dominado pela fome, Isaul regressa ao acampamento familiar. Aí encontra Jacob a cozinhar um acepipe da sua preferência, e pede-lhe que compartilhe a refeição. Como oportunista sem escrúpulos, Jacob vê na fraqueza do irmão uma oportunidade imperdível e propõe comprar-lhe o direito à progenitura em troca de uma malga de guisado. Incrivelmente, o esfaimado Isaul concorda com a vil negociata.
Aqui devo abrir um breve parêntesis sobre a importância da progenitura para a cultura e a época em causa. O filho (varão) mais velho herdava a maior parte do legado paterno. (Sendo uma sociedade patriarcal, os homens tinham o monopólio das riquezas materiais.) Não se tratava apenas dos valores pecuniários; também arcavam com os compromissos de honra e até com as eventuais dívidas do pai. Tinham o direito de prioridade no casamento e na maior parte das decisões relevantes para a vida comunitária. Neste caso, uma modesta ração valeu a Jacob tornar-se no representante fiduciário da aliança celebrada entre Jeová e Abraão.
Pouco depois, em conluio com mãe, Jacob ludibria o seu idoso e cego pai (de uma forma que abona pouco a favor da inteligência deste último, bem como diminuindo a humanidade de Isaul, forçando a sua parecença com as bestas), fazendo-se passar por Isaul com o propósito de conseguir receber de Abraão a bênção exclusiva dos primogénitos. E conseguiu-o, ficando oficializado, de forma irrevogável, os seus direitos usurpados ao irmão.
Quando Isaul se inteirou do sucedido, foi dominado por uma fúria fratricida. Jacob escapou a uma morte certa empreendendo uma longa e árdua viagem em direcção à casa do seu tio Labão. Como não estava familiarizado com o meio silvestre, Jacob esforça-se por dominar o pânico, convencido de que seria presa fácil de demónios. ( A natureza como um reino de criaturas maléficas...que outra coisa poderíamos esperar do povo da bíblia?) Contrariando os seus piores receios, ao adormecer ao relento na serrania de Bethel, acabou por ter um sonho epifânico. Mas tal não foi suficiente para o acalmar, reforçando a sua fé na protecção divina. Demonstrando uma arrogância incomensurável, Jacob negoceia com deus, impondo a Jeová uma série de condições (ditadas pela sua covardia egoísta). Se estas fossem cumpridas por providência divina, Jacob comprometia-se a aceitar adorar e servir Jeová.
Enganado por seu tio, Jacob casou com as suas primas (irmãs uma da outra – o que é proibido pela bíblia), embora só desejasse a mais nova delas. Tratou-se de um género de justiça poética (pela mão de Jeová) devido ao embuste que vitimara o seu pai e o seu irmão.

Ao fim de duas décadas, quando Jacob já estava rico e com uma numerosa prole, Jeová decidiu que era chegada a hora do encontro reconciliatório entre os filhos de Abraão, e enviou Jacob de volta à sua terra natal. E lá partiu a comitiva familiar montada em camelos e seguida de servos e de numeroso gado.
Na vizinhança do lar paterno, Jacob envia como embaixadores (ou “bois de piranha”?…) alguns dos seus escravos com a missão de, através da oferta de um grande e variado rebanho, tentarem subornar o perdão de Isaul. Este, para além de pastor, era também um chefe militar seguido por 400 guerreiros. Apesar de todo o aparato militar que rodeou o encontro, tudo acabou em sorrisos e abraços.
Jacob é ainda protagonista num dos episódios mais bizarros e enigmáticos da bíblia, ao ter pelejado toda uma noite, até à alvorada, com um ser celestial. Como pior ferimento, Jacob recebeu uma coxa deslocada. Mesmo assim, agarrou-se ao seu opositor determinado a não o deixar ir embora enquanto este não o abençoasse!...
Impressionado, o anjo (?) "rebaptiza" Jacob, dando-lhe o nome de Israel, nome que em hebraico
significa «aquele que luta com deus».
No meio de toda esta bizarrice, não é fácil compreender que um povo profundamente religioso (e que reclama a sua identidade e alegada superioridade baseada na sua cultura espiritual) tenha na sua origem e pátria um nome algo blasfemo que define a intrínseca belicosidade dos seus descendentes dispostos a tudo para sobreviver numa terra de escassos recursos naturais e exacerbada competição.
Temos que ter em conta que, ainda hoje, os judeus acreditam que os nomes contêm a essência dos seus portadores. (Por exemplo, alguns judeus que sofrem de doença prolongada chegam a adoptar um novo nome que evoque saúde, esperançosos de serem contagiados e salvos pelo poder mágico desse nome. Provavelmente trata-se de mais uma herança cultural do antigo Egipto, onde os monarcas se vingavam simbolicamente dos seus inimigos, incluindo os seus predecessores a ocupar o mesmo trono, não apenas mandando apagar os seus nomes dos monumentos e outros registos históricos, mas também escrevendo-os em peças de cerâmica que quebravam num ritual que hoje poderíamos chamar de “rogar pragas”. Muitas religiões africanas bem como as suas descendentes directas que proliferam no continente americano mantêm essa superstição. ).
Enfim, é neste género de parvoíces que acredita a vasta horda de seguidores das religiões abraâmicas (cristianismo, judaísmo e islamismo). A crítica mais polida que lhes posso fazer é que têm um fraquíssimo sentido crítico. Na realidade, a maioria das pessoas decentes que jura pela bíblia mal faz idéia do que lá está escrito, limitando-se a seguir fragmentos de lendas, mitologia, propaganda e doutrinas que foram sendo inventadas muito depois dos evangelhos canônicos terem sido escritos, compilados e postos ao serviço de impérios.

Paulo
Originalmente chamava-se Saulo, mas, para condizer melhor com o seu estatuto de novo cristão romanizado, adoptou o nome Paulo.

Este homem durante muito tempo divertiu-se a perseguir os cristãos, até que, devido ao "milagre da estrada de Damasco" (onde um raio de luz cegante o atirou do cavalo abaixo, a fim de lhe mostrar o verdadeiro caminho espiritual), se tornou um converso iluminado e andarilho pregador.

Paulo mostra-se um ser angustiado que enaltece as sublimes virtudes da continência, considerando que a espiritualidade é incompatível com a sensualidade e vice versa.*-+ Não indo tão longe quanto S. Agostinho, Paulo também defendia a submissão e a mortificação (chegou, inclusive, a descrever o seu próprio corpo como um execrável presídio da sua alma), aconselhando aos homens que abraçassem Cristo para que prescindissem
do sexo. (Quanto ao casamento, este andarilho pregador, considerava-o um mal menor, apropriado para os homens fracos de espírito que não conseguíam resistir às tentações da carne.)


A sua influência cresceu até se tornar o teólogo [autoridade eclesiástica] mais influente no Novo Testamento, marcando o divórcio fatídico entre o corpo e a alma, entre a natureza e a religião. Este divórcio veio a tornar-se a própria essência da fé.

(Aos Romanos 6:6-13; 7:8-25; 8:12-13; 12: 1,2. Aos Gálatas 5:16,17; 5: 24; 6:8. Aos Filipenses 3:3. Aos Coríntios 15: 36-47)

«Porque a carne cobiça contra o Espírito,e o Espírito contra a carne; e estes opõem-se um ao outro, para que não façais o que quiserdes.» (Paulo – aos Gálatas 5:17)

«E os que são de Cristo, crucificaram a carne com as suas paixões e concupiscências.» (Paulo – aos Gálatas 5:24)

«Porque o que semeia na sua carne, da carne ceifará a corrupção; mas, o que semeia no Espírito, do Espírito ceifará a vida eterna.» (Paulo – aos Gálatas 6:8)


Em sua defesa, devemos ter em conta que Paulo (obcecado com a importância do seu papel, o que o levou a reclamar insistentemente, mas em vão, o estatuto de apóstolo, apesar de nunca ter conhecido Cristo pessoalmente) julgava que o fim do mundo se aproximava a passos largos (com a 2ª vinda de Cristo, precedida do reinado do Anticristo), e daí que fosse indispensável aos homens consagrarem-se ao desenvolvimento dos valores espirituais.


*-+ Diverte-me imenso imaginar a perplexidade, o choque horripilante e a frustração exasperada de Paulo quando este foi pregar para a ilha
grega de Corintos - que, basicamente, era o maior bordel da antiga
Grécia, e onde a licenciosidade/liberdade sexual e a religião estavam
profundamente ligados. A deusa dos coríntios, como seria de esperar,
era Afrodite. A felicidade dos seus
devotos, que viviam para o prazer carnal, tornava infrutíferos os
esforços de Paulo que, durante 18 meses, tentou converte-los ao
cristianismo, incutindo-lhes o medo e a culpa. Paulo, num tom
imperativo (repetindo o apelo apaixonado do seu Messias) dizia-lhes:
«segue-me!», mas enfrentava uma competição impossível de vencer, pois
as cortesãs escreviam nas solas dos seus sapatos exactamente o mesmo
convite, que ficava impresso nas pegadas seguidas pelos
fogosos/arrebatados mancebos...

«A fim de ser preservada a castidade, é indispensável manter o estômago vazio e roncando e os pulmões febris.» - São Jerônimo (340?-420)


S. Agostinho (nascido em 364) estendeu e consolidou a misoginia e a fobia à natureza silvestre de que padecia S. Paulo, deixando um pesado legado à cristandade que ainda hoje faz misérias. S. Agostinho (que até teve uma vida marital aparentemente feliz, chegando até a gozar os prazeres de ser pai) acabou por renegar e condenar a sexualidade, torturado pela sua intelectualidade e espiritualidade em conflito permanente com os seus instintos animais. Esta infeliz dicotomia/dualidade é mais consentânea com as filosofias de tradição clássica que então vigoravam no decadente/moribundo império greco-romano, do que com a tradição hebraica. O helenismo, e não tanto o Antigo testamento, defende a separação (irreconciliável) entre o mundo da matéria (que incluía a natureza e, inevitavelmente, a sexualidade), cheio de imperfeições e impurezas, e o mundo espiritual, considerado como a única via para a sublimação dos humanos e um privilégio exclusivo da nossa espécie. O clérigo Agostinho adaptou esta filosofia e especulou sobre a origem da "impureza carnal" na sua religião, tendo-a encontrado no "pecado original" de Adão e Eva. Para Agostinho, o pecado original era de cariz sexual, e temia a vida sensual e beleza - fatalmente "demoníaca"! - das mulheres, defendendo-se das tentações da carne através da meditação solitária e da auto flagelação.

Para Agostinho o sexo era a confirmação da imperfeição humana, e apenas se justificava (desde que abençoado pelo santo matrimónio, está claro) devido à necessidade de procriação. Assim, opunha-se tanto à homossexualidade como até ao sexo entre idosos (ou seja, a menopausa tornou-se mais um estigma para as mulheres).



Antes de se converter (com a idade de 42 anos) ao cristianismo, Agostinho andou apaixonado com a filosofia (carregando para todo o lado livros de Cícero e de Hortesius), juntou-se aos maniqueístas (que afirmavam haver na alma humana uma dualidade interdependente entre o bem e o mal) e até simpatizava com a heresia e a astrologia. Uma vez "cristão, tornou-se intolerante e perseguidor em relação às filosofias que tinha seguido até então. Provavelmente as maiores controvérsias em que se envolveu e que necessitaram o empenho máximo das suas notáveis capacidades intelectuais e do conhecimento aprofundado que possuía da bíblia, foi rebater os argumentos dos donastistas e dos pelagianistas. Os donastistas advogavam uma total integridade entre as crenças e a disciplina litúrgica defendidas pelos bispos católicos, mas respeitadas por poucos deles. Se a Igreja tinha um carácter intrinsecamente sacrossanto, os sacerdotes do Clero tinham que agir em conformidade em todos os seus actos quotidianos, caso contrário estaria apenas e debitar hipocrisias destituídas de valor e de sentido. Para Agostinho o divino sacramento não podia ser posto em causa e transcendia a conduta dos homens de Deus.
A Agostinho deve-se também o dogma absurdo (que o Vaticano manteve até ao início do séc. XXI) de que os homens nascem impuros devido ao legado pecaminoso de Adão.

A bíblia diz-nos que nem mesmo Jeová consegue erradicar a maldade do (seu?) mundo (ex.: recorrendo a inundações e outros desastres naturais portentosos). Tal só é possível quando a humanidade for extirpada de tudo o que lhe é natural.
No vigésimo segundo capitulo do Evangelho Segundo Mateus, Jesus ensina aos seus seguidores sobre a ausência do desejo sexual – e, logo, fica anulada a necessidade do matrimónio – na sua visão do paraíso celestial.




Pelágio (350-425) e os seus
seguidores defendiam a ideia (bem mais sensata) de que a pureza é inata e que só a partir dos 7 anos (idade que consideravam estarem as crianças aptas a fazer julgamentos e opções de consciência) é que perdíamos essa pureza (sendo o mal transmitido por influência dos adultos) e, como ela, a vida eterna, tal como Adão perdeu o direito à eternidade por ter pecado. Agostinho não podia concordar com estas ideias porque elas desacreditavam o poder regenerador do baptismo e a influência da graça divina na salvação dos eleitos, sendo os homens os únicos responsáveis pela sua salvação através dos seus actos. As pessoas poderiam redimir os seus pecados cumprindo a lei de Deus, o que não tornava indispensável a intermediação da Igreja (os pelagianos tinham a ousadia de afirmar:«a Igreja somos nós!»)


Para os pelagianistas o livre arbítrio seria mais uma habilidade
moral concedida por Deus a fim de que os homens pudessem evitar o pecado (que para Agostinho era impossível) e, se estes obedecessem às escrituras sagradas e sobretudo à mensagem de Cristo, tornar-se-iam independentes e auto-suficientes espiritualmente, deixando a Igreja
de ser uma intermediária indispensável para os que pretendiam alcançar a salvação (pós Armagedom). O corajoso monge bretão que foi para Roma envolver-se em aguerridas batalhas morais e teológicas, pretendia uma renovação moral da Igreja para que esta se tornasse de acordo com a bíblia e com o que predicavam os sacerdotes, acreditando ainda que a justiça divina não nos imporia preceitos fora do nosso alcance moral, pois isso conduzir-nos-ia a uma condenação e a um sofrimento inevitável e inútil.
Pelágio sentia-se tão longe da decadência moral e espiritual da
Igreja que sucumbiu à tentação da vaidade, vangloriando-se das suas virtudes que, a seu ver, o tornaram num homem cheio de pureza beatífica.

O capitalismo tornou-nos tão estúpidos que não reconhecemos o direito à existência a tudo o que falhamos em ordenhar lucros (materiais) a curto prazo.
A maioria das ONG ambientalistas esforça-se por apresentar cálculos matemáticos (mais ou menos mirabolantes) com os quais pretendem quantificar os valores pecuniários de todos os “serviços que a natureza nos presta gratuitamente” (sic). É uma idéia interessante para convencer uma sociedade egoísta, de um individualismo ganancioso, espiritualmente desenraizada, irresponsavelmente rapace. Mas, no fundo, trata-se de um axioma estúpido à medida deste endeusado sistema econômico, com o seu pragmatismo utilitário que tem como cavalo de batalha o industrialismo capitalista. Como se fosse possível ao homem civilizado, com toda a sua tecnologia e símbolos de poder, quantificar a complexa dinâmica dos ecossistemas (que são bem mais do que a mera soma das partes), dissecando-os para os traduzir em dinheiro. Mais ridícula é a idéia de que poderemos substituir parcialmente a natureza, “melhorando-a” às conveniências de uma civilização insustentável.

Democracy, Safety, and Obligations


Ten Reasons to Abolish Nuclear Weapons

1. Fulfill Existing Obligations. The nuclear weapons states have made solemn promises to the international community to negotiate in good faith to achieve nuclear disarmament. The United States, Russia, Britain, France and China accepted this obligation when they signed the Non-Proliferation Treaty (NPT), and extended their promises at the 1995 NPT Review and Extension Conference and again at the 2000 NPT Review Conference. India and Pakistan, which are not signatories of the NPT, have committed themselves to abolish their nuclear arsenals if the other nuclear weapons states agree to do so. The only nuclear weapons state that has not made this promise is Israel, and surely it could be convinced to do so if the other nuclear weapons states agreed to the elimination of their nuclear arsenals. The International Court of Justice, the world's highest court, unanimously highlighted the obligation to nuclear disarmament in its 1996 Opinion: "There exists an obligation to pursue in good faith and bring to a conclusion negotiations leading to nuclear disarmament in all its aspects under strict and effective international control." This means an obligation to reduce the world's nuclear arsenals to zero.

2. Stop Nuclear Weapons Proliferation. The failure of nuclear weapons states to act to eliminate their nuclear arsenals will likely result in the proliferation of nuclear weapons to other nations. If nuclear weapons states continue to maintain the position that nuclear weapons preserve their security, it is only reasonable that other nations with less powerful military forces, such as North Korea, will decide that their security should also be maintained by nuclear arsenals. Without substantial progress toward nuclear disarmament, the Non-Proliferation Treaty will be in jeopardy when the parties to the treaty meet for the NPT Review Conference in the year 2005.

3. Prevent Nuclear Terrorism. The very existence of nuclear weapons and their production endanger our safety because they are susceptible to terrorist exploitation. Nuclear weapons and production sites all over the world are vulnerable to terrorist attack or to theft of weapons or weapons-grade materials. Russia, due to the breakup of the former Soviet Union, has a weakened command and control system, making their substantial arsenal especially vulnerable to terrorists. In addition, nuclear weapons are not helpful in defending against or responding to terrorism because nuclear weapons cannot target a group that is unlocatable.

4. Avoid Nuclear Accidents. The risk of accidental war through miscommunication, miscalculation or malfunction is especially dangerous given the thousands of nuclear warheads deployed and on high alert status. Given the short time periods available in which to make decisions about whether or not a state is under nuclear attack, and whether to launch a retaliatory response, the risk of miscalculation is high. In addition, the breakup of the former Soviet Union has weakened Russia's early warning system, since many parts of this system were located outside of Russia, and this increases the likelihood of a nuclear accident.

5. Cease the Immorality of Threatening Mass Murder. It is highly immoral to base the security of a nation on the threat to destroy cities and potentially murder millions of people. This immoral policy is named nuclear deterrence, and it is relied upon by all nuclear weapons states. Nuclear deterrence is a dangerous policy. Its implementation places humanity and most forms of life in jeopardy of annihilation.

6. Reverse the Concentration of Power. Nuclear weapons undermine democracy by giving a few individuals the power to destroy the world as we know it. No one should have this much power. If these individuals make a mistake or misjudgment, everyone in the world will pay for it.

7. Promote Democratic Openness. Decisions about nuclear weapons have been made largely in secrecy with little involvement from the public. In the United States, for example, nuclear weapons policy is set forth in highly classified documents, which are not made available to the public and come to public attention only by leaks. On this most important of all issues facing humanity, there is no informed consent of the people.

8. Halt the Drain on Resources. Nuclear weapons have drained resources, including scientific resources, from other more productive uses. A 1998 study by the Brookings Institution found that the United States alone had spent more than $5.5 trillion on nuclear weapons programs between 1940 and 1996. The United States continues to spend some $25-$35 billion annually on research, development and maintenance of its nuclear arsenal. All of these misspent resources represent lost opportunities for improving the health, education and welfare of the people of the world.

9. Heed Warnings by Distinguished Leaders. Distinguished leaders throughout the world, including generals, admirals, heads of state and government, scientists and Nobel Peace Laureates, have warned of the dangers inherent in relying upon nuclear weapons for security. These warnings have gone unheeded by the leaders of nuclear weapons states.

10. Meet Our Responsibility. We each have a responsibility to our children, grandchildren and future generations to end the threat that nuclear weapons pose to humanity and all life. This is a responsibility unique in human history. If we do not accept responsibility to speak out and act for a world free of nuclear weapons, who will?

O Regresso da Idade das Trevas

"Seria tão bom se as criancinhas fossem como antigamente, quando nem tinham uso da razão mas já sabiam rezar o Pai-Nosso e a Ave-Maria."– Dom José Sobrinho, arcebispo de Olinda e de Recife (Brasil) , a propósito do recente caso duma menina de 9 anos que engravidou ao ser violada pelo padrasto; a criança abortou, e o referido clérigo disparou excomunhões a todos os envolvidos no aborto – mas livrou desse “mal” o violador pedófilo.
Dom José Sobrinho enfatiza ainda que o genocídio comandado por Hitler foi mínimo comparado com os abortos realizados anualmente por todo o mundo...
Madre Tereza de Calcutá, ao receber o prémio Nobel da Paz, também declarou que a maior ameaça à paz mundial são os abortos (sic)!...
À simples menção dos programas – laicos – de planeamento familiar e educação sexual, fundamentalistas religiosos deste calibre (que, infelizmente, ainda existem às dezenas de milhões) contorcem-se de indignação e de raiva. Eis o que o popular Pat Robertson (tele-envangelista fundador da Coligação Cristã e eterno candidato republicano à presidência dos EUA) afirmou sobre uma respeitável ONG empenhada em acabar com as gravidezes indesejadas, sobretudo entre adolescentes, assim como na erradicação das doenças sexualmente transmissíveis, disfunções e perversões sexuais: (eles) "ensinam as crianças a fornicar; ensinam as pessoas a cometer adultério, todo o tipo de bestialismo, homossexualismo, lesbianismo – tudo o que a bíblia condena."
